John S. Wilgis, M.B.A., RRT
John Wilgis has been with the Florida Hospital Association (FHA) since 2006 and currently serves as the vice president for member and business relations. He is a Registered Respiratory Therapist with extensive hospital administration and patient care experience. John has a diverse background incorporating risk and emergency management to help Florida’s hospitals mitigate risk caused by hurricanes and other natural or man-made disasters.
This expertise has been called upon many times during John’s tenure. As hurricanes have threatened, John has deployed many times to the State Emergency Operations Center in Tallahassee to keep state officials apprised of hospitals’ operating status and to coordinate with these officials when impacted hospitals needed state assistance. This experience will prove invaluable as P4P continues its emergency power resilience work.
John’s past work as a Registered Respiratory Therapist blends perfectly with the work of Power Outage Partners, a P4P initiative that seeks to boost power outage support for individuals who depend on life support equipment at home, such as ventilators and oxygen concentrators.
John brings other valuable experience to the P4P board based on his broad responsibilities with FHA that extend beyond his emergency management and response duties. This includes business development, workplace and occupational safety, patient safety and clinical outcomes improvement, cybersecurity, supply chain coordination and aggregation, teaching and lecturing, education coordination, professional mentoring, fund raising, finance administration, program and project management, and performance improvement and analytics.

Mary Casey-Lockyer, MHS, BSN, RN, CCRN
Mary Casey-Lockyer, MHS, BSN, RN, CCRN, is a recognized national expert in supporting the needs of individuals with Access and Functional Needs (AFN) during disasters.
For over twelve years, she served as the Disaster Health Services Program Lead at the national headquarters of the American Red Cross. In this role, she supported program development and continuous quality improvement for the Disaster Health Services program, managing a cadre of 2600+ Disaster Health Services volunteers.
Over the course of her Red Cross tenure, Mary served in twenty-two national deployments, including the 2018 Disaster Relief Operation in Saipan and multiple assignments supporting other Red Cross Disaster Relief Operations. Mary acted as the Red Cross liaison to the U.S. Department of Health and Human Services (HHS) Secretary’s Operation Center and also served as Senior Medical Advisor to Red Cross-national disaster operations during 2020 until her retirement.
She served on the Board of Directors of Healthcare Ready, a 501c3 non-profit that works to ensure the continued flow of medicine during disasters and has published many articles, including “Health-Care and Supportive Services in General Population Shelters” in Disaster Medicine and Public Health.
Mary’s deep experience supporting the needs of individuals with disabilities during disasters will prove highly valuable to the Power Outage Partners initiative, an innovative new P4P program that seeks to boost power outage support for individuals relying on life-support equipment in their homes.
Mary received a Master in Homeland Security for Public Health Preparedness from Penn State University in 2010 and is an RN with critical care background. She is currently a director for SpringLock Disaster Consulting.

Medhi Moutihar
Mehdi Moutihar is an organizational development consultant and executive coach who helps individuals and organizations unlock creativity to fuel growth strategies that help achieve peak performance.Born in Morocco, and raised in Sweden, Mehdi brings a global perspective to his work.
He served as a professor of entrepreneurship at Johson & Wales University for over ten years, guiding students through a learning journey that help spark creativity in their pursuit of entrepreneurial success. He is a certified Neuro-Linguistic Programming (NLP) practitioner, a communication and behavioral model that focuses on how language and thought patterns influence our experiences and actions. It aims to help individuals understand their own thought processes and communication styles to improve personal development, relationships, and overall well-being.
Mehdi has a deep understanding of digital technology and online innovation. He is also a leading expert on the role of Artificial Intelligence (AI) in reshaping human endeavors and leverages this skill to help individuals and organizations harness the power of AI to achieve strategic goals.
Mehdi has supported P4P’s strategic planning from the organization’s inception, helping to create the blueprint that guided P4P’s success in becoming a valued resource for government agencies and organizations seeking to bolster emergency power resilience for critical healthcare facilities and the patients they serve. He is the longest serving member of the P4P Board of Directors.
